Information for Travelers from South Africa

Travel

1. The Travel Request Form must be submitted 2 weeks or 14 days in advance of travel.
2. Contents of the Travel Request Form and the information in items 3 and 4 below should also be sent as an email to beebe@gonzaga.edu (James Beebe) and  tpd_home@surfbest.net (Theresa Power-Drutis).
3. In addition to the information requested on the Travel Request Form, please email the following information as a separate message to ALL of the addresses above:

a. full name
b. date of birth
c. city of birth
d. passport number (assumption is that the passport will be South African)
e. your current email address
f. estimated date of departure from Pretoria
4. any special travel requests. For example a request to break trip in Atlanta or New York City

General Travel Information

  1. Tickets will be arranged by the Gonzaga University travel agent Carlson Travel.
  2. All travel must be on tickets issued by American "flag carriers." From South Africa this means either Delta Airlines (with transatlantic flight on South African Airlines) or Northwest Airlines (with flight on KLM). The decision on whether to use Delta or Northwest will be based on lowest cost unless there is a project-related rationale. The project CANNOT cover the costs of transatlantic flight except on American "flag carriers."
  3. All travel will be on the least expensive ticket available. This means use of economy class and discounted tickets. Any change will require payment of an additional fee. Once dates and itineraries have been requested it is difficult and expensive to make changes. 
  4. It is possible to request to break the trip either from or to South Africa with an overnight stop over (in Atlanta or New York City on Delta or in Amsterdam on Northwest). The project will provide Per Diem to cover the costs of the stop over. Travelers can request to break their trip for more than one night at their own expense, including additional costs for International Health Travel Insurance.

Costs for Trip Preparation.

The project will provide each traveler a one time payment of $150 to cover miscellaneous expenses related to international travel such as passport processing, visas, etc. You will be required to go to the American Counsel's office in Johannesburg for a visa after you receive the completed form from Gonzaga. Receipts will not be required. Travelers making more than one trip with project funding will receive the $150 only for the first trip.

International Health Travel Insurance.

The project will arrange and pay directly for required health insurance.

Per Diem

Any project expenses covered by the grant from the U.S. State Department are governed by U.S. State Department regulations and by the specific terms of the grant. These regulations are in some cases different from the regulations of USAID or the universities involved. The U.S. State Department sets the maximum rates for per diem for the project.

  1. Per diem is divided between "lodging" and "M&IE" (Meals and Incidental Expenses)
  2. Lodging always requires receipts. Gonzaga University will arrange lodging for participants in Spokane and will make payment directly. Participants breaking their trip will need to pay for lodging at non-Spokane sites and then submit receipts for reimbursement. Lodging costs will be reimbursed up to the maximum rate.
  3. M&IE will be paid to travelers in the form of a check upon their arrival based on the dates in the Travel Request Form. Checks may be divided depending on length of stay. If travel dates changes, the amount will be adjusted and the traveler will be given additional funds or will be required to reimburse the project. 
  4. Travelers will be paid M&IE for travel time based on the Spokane rate (except for the time covered by an over night break). Travel time begins upon departure from home airport. Transportation to and from the home airport will be reimbursed based on receipts. 
  5. M&IE for less than 24 hours will be prorated based on quarters, with four hours or more considered a quarter.

Rates for Spokane have been increased to the maximum allowed by the U.S. Government

Spokane WA, Lodging $63, M&IE $43, Total $106

Atlanta GA, Lodging $93, M&IE $38, Total $131

Maximum rate established by Grant cannot exceed $150
New York, NY, Lodging $108, M&IE $42, Total $150

Graduate Assistant rates are based on estimated costs for International students at the respective universities and are significantly lower than the maximum rates.

Lodging Options in Spokane

Lodging in Spokane will either be in either
(a) the West Coast River Inn, located near the campus [http://www.westcoasthotels.com/WHC/hotels/ShowHotel.asp?xval=NONE&ID=79],
(b) the Oxford Suite hotel [http://www.oxfordsuites.com/index.cfm?action=suites&hotel=15] also located near the campus,
(c) in University housing or
(d) in private facilities close to the campus.

We have had doctoral students and short term visiting faculty stay in university apartments. When space has been available, they have been assigned an entire unit. One of the Gonzaga University housing options is the Corkery apartments.

The Corkery Apartments are located at 601 East Sharp, and are Gonzaga's newest housing facility.
The complex is comprised of three separate buildings, each having three floors. This is a co-ed
facility housing approximately 155 students in single-sex apartments. Corkery residents are upper
classmen, law and graduate students. Each unit has three single bedrooms, a living room, kitchen,
1 1/2 bathrooms, a storage room and a balcony or patio. Parking is included in the rent and the
laundry facilities are free. There is indoor bike storage and a TV lounge with a fireplace.

Arrival in Spokane and Transportation from the Airport

Travelers will be met at the airport and taken to their lodging. If there are changes in travel plans, flight delays or if there is no one at the airport to meet you, please contact James Beebe (office 509 323 3484, home 509 456 2571, mobile 509 768 8312) or Theresa Power-Drutis (home 509 448-1128, mobile 509 979-3667). Travelers staying at the West Coast River Inn can call the hotel from the airport and they will pick you up at no charge.

Mobile Phone

One mobile phone will be available for use while at Gonzaga. If more than one participant is in Spokane at a time the phone will have to be shared. Charges will be the responsibility of the traveler.

Office, Computer Use, and Gonzaga Facilities

Project participants will have use of an office, Room 219 Rosaeurs Building. The key to the room can be obtained through Virginia Killingbeck, Program Coordinator for the Doctoral Program ( Phone: (509) 323-3546 killingbeck@gonzaga.edu).

Each traveler will be provided an email address and login and password for the computer. These will be sent to your email address before you leave South Africa. There will also be a laptop computer that project participants can borrowed while in Spokane. During your first day on campus you will be provided a Gonzaga ID. It can be used in the library, for access to Gonzaga events, and for access to the gym.

Car Rental

The project provides for a total of $750 for car rental in the U.S. Most travelers to the U.S. will not need a car while in Spokane. When a car is needed for project related activities, South Africans should make the request through the South African Project Director who will have responsibility for allocating the available funds.
