The specific activities to be implemented during the first year of the project are consistent with the proposal with only minor changes.

a) One of the faculty in the Doctoral Program in Leadership Studies, Professor Corrine McGuigan is no longer at Gonzaga and her replacement has not yet been named. Professor McGuigan had been scheduled to go to South Africa during the first year of the project and to partner with UP Professor Brynard. Professor Brynard is still scheduled to spend June and July at GU. His GU partner will be identified before he arrives and her/his travel to South Africa will be scheduled for year two.

b) The faculty exchange dealing with ethics in general and globalization that was originally scheduled for year two is being moved to year one and UP Professor N Roux is being replaced for this specific partnership with Dr. M. John Mafunisa. Dr. Mafunisa was added to the project in our letter of June 28, 2001 to Ms. Mary Lou Johnson-Pizarro. He is a new faculty member in the UP program. His resume was attached to the letter. As noted in his resume his background includes Public Service Ethics, Productivity/Performance Management, and Organizational Theory, making him an ideal partner for GU Professor Stebbins.

Senior University Administrator Exchanges (as proposed)

Administrator Travel, GU President Spizer, J.S. One week, guest lectures and presentations (August, 2002)

Administrator Travel, UP Professor Sibusiso Vil-Nkomo (Dean), One week, guest lectures and presentations. (late January or early February, 2002)

The description of how administrator travel will support the project goals is taken from the proposal and is still valid.

Reciprocal visits between senior administrators from the respective universities will make available to the other university expertise directly relevant to the objective of the activity and should also contribute to the sustainability of the activity by helping to ensure that administrators are aware of and supportive of the details of the activity. Each senior administrator will be scheduled to meet with administrators from the other university, participate in seminars for doctoral students, and make presentations to the community beyond the university.

Description of how faculty exchanges will support the project goals are taken from the proposal and are still valid.

Faculty exchanges will be used to strengthening the leadership and ethics focus of the Ph.D. Program in Public Affairs at UP and the global focus of the Ph.D. Program in Leadership Studies at GU. This is to be achieved through the joint effort of faculty from the two universities. Faculty will collaborate on the preparation of appropriate modules for existing courses. These modules will address specifically the issues of leadership and ethics and globalization. These collaboration will make use of a "shared syllabus" model, where faculty members work together to develop curriculum and then revise their preliminary efforts based on the experience of team-teaching the materials. The activity is based on the extremely critical role of face-to-face interaction between faculty to supplement what can be done through the Internet.

There are no changes in direction or emphasis.

Year one activities do no involve participants not mentioned in either the proposal or our letter of June 28, 2001.

There are no changes in the project directors.

Planning Report Two
June 17, 2002

Revision of the original planning report dated October 30, 2001covering project year one and planning report for project year two.

Revisions to the year one plans.

Administrator Travel, UP Professor Sibusiso Vil-nkomo (Dean), reschedule from January 2002 of project year one to September 2002 of project year two.

GU Professor Beebe, split trip into two weeks in May and three weeks in August to allow for join planning of year two and implementation of the sub-contract covering UP expenses.

UP Professor Brynard, expand five weeks to six weeks to cover the entire GU summer term.

UP Dr. John Mafunisa, reschedule from August 2002 of project year one to September 2002 of project year two.

UP Professor Kuye, reschedule from March 2002 of year one to November of year two, with possibility of splitting trip because of Prof. Kuye's responsibilities as project co-director.

Project year two plans

Add new UP participant, Ms. S. Naidoo as Graduate Assistant for 14 weeks, September 2002 through early December 2002 overlapping the time Dr. Mafunisa and Prof. Kuye will be at Gonzaga University. In addition to support for the UP faculty participants, MS. Naidoo will take two courses in the Doctoral Program in Leadership Studies at Gonzaga University. Her resume is attached to the work plan.

Replace GU Professor Wilson 5 weeks with GU Professor Ferch, 2 weeks with the an additional 3 weeks in project year three as anticipated and documented in the original proposal.

There are two modifications with budget implications.

a) The original proposal anticipated that one trip from GU, (travel of Professor Shann Ferch) would be split but did not include specific funding for the extra trip. In addition to the one anticipated split trip, the trips of the two project co-directors will be split. The project budget anticipated that each round-trip air fare between the US and South Africa would cost $3,000. Actual costs for the first three trips has been about $1,800. For planning purposes the round-trip air fare figure will be reduced to $2,300. This makes available $11,200. The three additional trips add $6,900 back to the air travel line item, leaving a balance of $4,300.

b) The original amount budgeted for Per Diem in Spokane needs to be increased in order to cover costs to the full $38 a day for Meals and Incidental Expenses (M&IE) in addition to up to $63 for lodging in Spokane allowed by the State Department rates. This brings the Spokane Per Diem to a total of $101. The grant approved a total of only $80. The increase in Per Diem rates increases this line item by $5,691. Assuming that the US dollar does not depreciate much further against the Rand, we will be able to continue to reduce the Per Diem rates in Pretoria for American travelers to $88, with a net saving of $2,540. The difference of $3,151 can be covered with the air fare balance of $4,300 leaving a revised air travel balance of $1,149.

Year two activities involve one participant not mentioned by name in either the proposal or our letter of June 28, 2001. The letter of June 28 indicated that the UP was committed to trying to identify a woman of color for the Graduate Assistant position and has done so. As noted above her resume is attached.
