       as part of larger social, economic, political context
       rejection of claim that prostitution is "inevitable"
            as a reification of male point of view
            serves to objectify women and commodify sex

        rather, sexual relations should be viewed as a means of
            intimate social relation between human beings
  
   Recommendations
          decriminalize
          prosecute - "procurers," i.e., pimps and traffickers
             and consumers

          trafficking, in particular, has become a "hot" topic
          over the course of the 1990s
